‘Blind Date With A Book’ Event Set
Washington Looking To
The States

On Friday, Jan. 20, I
was in Washington, D.C.,
among the many who
attended the inaugural
ceremonies for our 45th
President. As governor,
I was provided a seat
on the platform, among
other governors, former
presidents, Supreme Court
justices, senators and
members of Congress.
For someone like me, who
grew up on a small farm,
and attended a one-room
school, being among those
seated behind President
Trump was both surreal
and humbling.
In recent years, the
regulations and unfunded
mandates imposed by the
federal government have
been a concern. Under
the EPA alone, the last
eight years have seen
4,000 new rules, requiring
an estimated 33 million
hours of paperwork and a
price tag of $334 billion in
compliance costs. Under
the Affordable Care Act,
another 3,852 new federal
regulations were adopted,
with an annual price tag of
more than $116 billion.
Some of these regulations are overly burdensome to the states, and
nonsensical. For instance,
Section 1557 of the Affordable Care Act, requires
state Medicaid and health
program agencies to post
notices in the state’s
top 15 languages. Even
though South Dakota has
only about 200 residents
who speak French, we are
still required to print all
significant publications in
French.
With President Trump’s
inauguration, I am hopeful
many of these unreasonable regulations will be
repealed. I look forward
to an administration that
respects limited government, is committed to
reining in the federal
bureaucracy and understands the role of the
states in a federal system.
Both the Trump Administration and leaders in Con-
gress have been reaching
out to governors, asking
for ways to eliminate red
tape and return flexibility
to the states.
While I was in Washington, D.C., for the inaugural,
I was invited to speak with
members of the Senate
Finance Committee about
South Dakota’s recommendations concerning
Medicaid reform.
I cautioned the senators against a “one-sizefits-all” approach to
funding state Medicaid
programs, and urged them
to pass reforms that are
equitable to rural states
and also to states that
have not expanded Medicaid. State governments
should have the option
of establishing work
requirements or requiring wellness activities or
performance benchmarks
for Medicaid enrollees.
These approaches could
help keep costs down and
improve health outcomes
for individuals.
I also identified the

grandstand packed full of people.”
A ticket presale will begin June 19 for
backrest holders followed by Friends of
the Fair ticket sales on June 22. General
public ticket sales will begin June 26.
The 2017 South Dakota State Fair will
run from Thursday, Aug. 31, through
Monday, Sept. 4. Preview night will be
Wednesday, Aug. 30. This year’s theme
is “Seriously Twisted Fun.” For more

that governors have been
asked by members of Congress to come to Washington to give our state’s
perspective on federal
reforms. I am hopeful they
will take South Dakota’s
priorities under serious
consideration and, in the
coming years, continue to
look to the states.

Valentine’s Day is coming up, and the Yankton Community
Library is ready to set you up with a blind date. As in years
past, there are two ways to participate.
Beginning Feb.1, you can fill out a brief survey on our
Facebook page and a literary matchmaker will select a book
for you. Complete the survey by Feb. 13 and your “date” will
be ready for you to pick up at the front desk on Valentine’s
Day, Feb. 14.
The library will also have a display of “blind dates” available for selection. You can check out a wrapped book from
this display throughout the month of February. There will be
books for all ages available. These “blind dates” will be available while supplies last.

‘Dolly Disco’ Fundraiser In Vermillion
VERMILLION — Fans of country legend Dolly Parton, advocates of childhood literacy and folks just looking for a good
time will gather at the Vermillion National Guard Armory on
Saturday, Feb. 4, from 6-8 p.m. for the third annual Dolly Disco
to benefit United Way’s Imagination Library program.
The event will include rollerskating, Parton’s music, snacks
and more. There is a fee for admission, and costumes are
encouraged.
“Imagination Library is a program that provides a free
book every month to children between birth and age five in
the Vermillion area,” explained United Way Executive Director
Kelsey Collier-Wise. “Since Dolly Parton created the program,
throwing a party in her honor has proven a great way to raise
money for the program.”
Currently, 286 children are currently enrolled in the
Imagination Library program funded through United Way
of Vermillion, and nearly 600 have graduated. Studies have
shown that participation in the program improves early childhood literacy.
“Putting books in kids’ hands, at no cost, is such an extraordinary gift. In this age of technology there is something
so special about sitting with a child and reading a book. Pointing to the words as they learn to read and spending quality
time together,” said event organizer and Spa at Wynie Mae’s
owner Bekki Engquist-Schroeder. “If you like to laugh and have
fun while doing something really amazing then we will see you
at the Dolly Disco!”
Author Plans Book On Rural Schools
SPRINGFIELD — Local author Maxine Schuurmans Kinsley
is working on a book with memories of retired rural school
teachers and former students, according to the Springfield
Times.
Kinsley has received memories but welcomes submissions
until the end of January. In particular, she welcomes information on dates of closures and methods of disposal of schools
and their property.

The current schedule calls for the book’s completion in
March.
