Public Universities Respond To
State Workforce Education Needs
Ever since ol’ Windy began a career in radio, which is
unusual for an old hunting guide, cowboy, and camp cook,
he’s been spending more time thinking about things to say.
His radio segment, called Windy’s Words of Wisdom, has
given him new purpose.
Down at the sale barn the other day, he meandered
around until he had several of the guys semi-cornered. You
see, the only thing in life Windy Wilson can’t live without is
an audience.
“Now Doc,” Windy said, “you watch teevee, right?”
“Of course.”
“So do I, and that’s why I’ve decided to spread out my
opportunistics and go into teevee. Promote the eddiflication, you know.”
We looked at this pot-bellied bowlegged leprechaun of
the valley .
“Yessir. I think the fantaculous world of teevee has been
suffragetting from a paucity in true … stuff. So I think I’ll do
‘er.”
“What … I mean, what would you do on teevee, Windy?”
“Commercials. Yessir. Do you know them guys who
make commercialize get money ever dang time one of them
thingies is on teevee? Ever time. That’s where the dinero is.
Sellin’ stuff.”
“So what would you sell?”
“Been givin’ that some thought. Think I might sell tuxeders.”
“Tuxedos??!!”
“You betcha. Ya see, how I figger it, I’ll go on teevee first
dressed like this, then I’ll change into the tuxeder and show
them folks at home what a difference them fancy clothes
make on a real cowboy and philosophater.”
“Windy, one thing I’ll have to give you,” Doc said, “Nobody would dare miss one of those commercials of yours.”
Retention Rate Strong At
State Technical Institutes;
Governor Named Friend
Of Technical Education
PIERRE, S.D. – The retention rate at South Dakota’s
four technical institute’s is 78 percent, which matches
last year’s rate. The state Board of Technical Education
heard a report on the retention rates at its meeting earlier today. The retention rate measures all students who
enroll one fall and return to the institution the following
fall, in this case, fall 2017 to fall 2018.
“Our institutions have continued to emphasize the importance of student success, and it’s continuing to yield
positive results,” said Nick Wendell, executive director
of the South Dakota Board of Technical Education. “If we
can help students find their fit academically and socially,
the likelihood that they will be retained, persist to graduation and ultimately get placed in a meaningful career,
increases. A retention rate in the high seventies is good
for our students, our system and our state.”
Also at today’s meeting, the board presented Gov.
Dennis Daugaard with the first Friend of Technical Education Award for promoting the value of technical education and serving as a champion for the state’s technical
institute system. Board members said the Governor and
his team were instrumental in the establishment of the
Board of Technical Education and the Build Dakota Scholarship program.
They also commended Daugaard for supporting
investments at each of the institutions, including renovations, construction of new facilities and the purchase of
new equipment. Additionally, during his time as leader
of the Western Governors’ Association, Daugaard placed
the focus of his term on workforce development and the
role of technical education in preparing the workers of
tomorrow.
ABERDEEN, S.D. – The South
Dakota Board of Regents this week
approved new academic program requests to meet emerging workforce
trends across the state.
The following actions, sorted by
the university making the request,
were approved:
South Dakota State University
•The Post-Graduate Psychiatric
Mental Health Nurse Practitioner
certificate, requested by the state’s
clinical providers and the South
Dakota Board of Nursing. It will allow
advanced practice registered nurses
to add an additional area of specialty
in mental health. The new certificate,
requiring 18 credit hours of study, is
targeted to practicing nurse practitioners who already hold a master’s
or doctoral degree. The certificate
comes in response to critical shortages in mental health treatment
across South Dakota.
•New delivery options for programs in geographic information sciences. The university’s existing GIS
minor will now be available online,
while its GIS certificate will be offered at University Center-Sioux Falls
and through online delivery. These
changes in delivery are in response
to growing market demands from the
geospatial technology industry for
graduates who can utilize geographic applications and technologies in a
changing world.

new tax rates or change
existing tax rates Jan. 1 or
July 1 each year.

This 12 credit-hour certificate will be

Black Hills State University
•An undergraduate certificate
in international studies, which will
encourage students to experience
learning through travel aboard
opportunities. Three of the 12
credit hours needed to complete the
certificate will come through a study
abroad experience, adding value to
a student’s major and minor studies.
BHSU officials said there is increasing demand in today’s economy for
students who have completed international study experiences.

alternative teacher certification.
Aimed at alleviating South Dakota’s
teacher shortage, this is an additional pathway through online delivery
to secure certification outside of a
traditional teacher education program. Target audience is those with
a bachelor’s degree in a non-education field and preliminary certification, who wish to transition into K-12
teaching and have an employment
offer from a state-accredited school.
The 15 credit-hour certificate covers
topics including classroom management, teaching methods, student assessment, differentiated instruction,
adolescent psychology, and South
Dakota Indian studies.
•A new specialization in accounting analytics within the master of
public accountancy degree at USD.
This seeks to meet a growing market
demand for graduates who can
utilize data to strengthen accounting decision-making processes. The
specialization requires completion
of three courses totaling nine credit
hours of study. Accounting and analytics are occupations with higherthan-average employment growth
forecasted within South Dakota and
nationally.
