A variety of options are available throughout the year. For more information, contact your local SDSU Extension 4-H office or the South Dakota State 4-H Office. Teen Leadership Conference (TLC) TLC is a fun-filled week learning skills and traits that will stretch your leadership and teamwork abilities by working with teens from across South Dakota, while having a blast running around SDSU’s campus. Youth ages 13 – 18, 4-Her’s and non-4-H members are allowed to attend. Youth have the opportunity to make new friends and learn leadership skills to take back to your club and communities. Camp Poinsett Come and explore 4-H while being outdoors by attending Lake Poinsett 4-H Camp! The camping facility is housed at Lake Poinsett Camp, which is located on South Lake Drive, two miles east of Highway 81. The camp is open for children ages 8 to 12 years old and provides an opportunity to HAYING SERVICES make new friends, understand and appreciate nature, have fun and build leadership skills that can be used for a lifetime in a safe environment. Programing throughout camp is designed to focus on the SDSU Extension 4-H Youth Development programming priorities: ag-vocacy, healthy relationships, leadership, and science. Three sessions of camp are offered, please refer below for which counties are assigned which session. For all sessions check in begins at 2 p.m. of the first day and check out is at 10 p.m. of the last day of the session. Session 1 June 5-7: McCook, Beadle, Deuel, Hamlin, Kingsbury, Minnehaha, Lincoln, Charles Mix, Bon Homme, and Douglas Session 2 June 7-9: Brookings, Codington, Hanson, Davison, Roberts, and Miner Session 3 June 12-14: Lake, Moody, Hutchinson, Turner, Clay, Union, Yankton, Jerauld, Sanborn, Buffalo, and Aurora. Camp Bob Marshall Camp Bob Marshall, located in the beautiful Black Hills, just inside of Custer State Park, truly has something for everyone! Youth camp sessions offered throughout the month of June annually offer a wide variety of excitement and outdoor recreational opportunities. Youth ages 8-12 are welcome to stay in Benedictine Institute Film Series Slated cabins (11 kids per cabin + supervision) for 3 days in this unique & beautiful outdoor setting. Camp is located on Bismark Lake, which is full of smallmouth bass, rainbow trout, perch, and catfish. Canoeing, Life-Guarded swimming, hiking / nature trails, as well as a multitude of organized, theme-based crafts, games, and activities are also part of this awesome experience! Trained, professional staff & background-checked adult volunteers, in addition to a camp medic, are on site at all times to ensure the safest, most unforgettable camp experience. Performing Arts The South Dakota Performing Arts Troupe is a theater arts education experience for youth ages 13 to 18, as of January 1 during the current 4-H program year. The weeklong camp is located at Northern State University in Aberdeen. The camp prepares youth to perform during the week at summer venues and at the South Dakota State Fair in Huron. Dennis Daugaard: A significant number of Americans struggle with mental illness. For many the struggle is silent. Some experience short-term mental health problems; it’s not uncommon for individuals temporarily to face mild forms of mental illness at some point during their lives. For others though, it’s a lifelong battle that requires consistent treatment. No community is untouched by mental illness. It affects schools, work places and families. Last year the Helmsley Charitable Trust’s Rural Healthcare Program released a study on mental health in South Dakota. The study found that our state has a high prevalence of undiagnosed and untreated depression as well as a very high prevalence of posttraumatic stress disorder and anxiety. While 87 percent of survey respondents reported receiving all needed medical care, only 64 percent reported receiving all needed mental health care, and just 54 percent received all needed substance use care. Without proper treatment, individuals with mental health problems can land in the emergency room or in jail. When a person showing signs of mental illness behaves in a way that causes arrest, a court may order an evaluation of the person’s fitness to stand trial. In recent years, the increased number of these court-ordered evaluations has caused delays for the mentally ill. In some instances, mentally ill individuals had to wait in jail several months for competency evaluations to be completed. Recognizing this problem, South Dakota Supreme Court Chief Justice David Gilbertson convened a task force to address delays in court-ordered mental health evaluations and shortfalls in treatment for the mentally ill within the justice system. Funded by a grant from the Helmsley Charitable Trust, the task force released its report in November. Among its findings, it recognized that our system lacks procedures to identify mental illness quickly after an arrest, and in many cases jails are not equipped to deal with mental health needs. In some cases, diversion options that are already authorized by statute are not available in all areas of the state. This legislative session, the Legislature is considering House Bill 1183, which would enact the task force’s recommendations. The legislation will provide law enforcement with tools to better identify and respond to mental health crises, prevent unnecessary jail admissions, and assist communities in building capacity to offer intervention services. The bill will also expand the pool of providers who can provide competency evaluations, and will shift funding from the Human Services Center directly to counties to perform these evaluations. An oversight council will monitor implementation and recommend changes to future legislatures. I thank the Chief Justice and task force members for undertaking this work and offering their recommendations, and I thank the Helmsley Charitable Trust for the funding they provided. I support HB 1183 and I hope legislators will send the bill to my desk. These common sense proposals will be steps forward for our state.
