A bill that allows trained staff at
schools to administer opioid antidotes in
case of an overdose has been signed by
Gov. Kristi Noem.
Noem today has also signed:
•HB1080 – An act to increase the property tax exemption allowed for certain
veterans with a disability and the surviving spouses of certain veterans with a
disability
•HB1081 – An act to authorize certain
paraplegic or amputee veterans or their
surviving spouses to retain a property tax
exemption without having to reapply each
year
•HB1122 – An act to revise references
to persons who are deaf or hard of hearing
•HB1176 – An act to provide for the
regulation of saline tattoo removal by
municipalities
•HB1215 – An act to revise provisions
regarding the posting of county and municipality ordinances
•HB1242 – An act to include opossums
within the definition of predator and to
declare an emergency
•SB40 – An act to authorize the transfer of certain real property to the Animal
Industry Board
•SB43 – An act to redirect funding to
a collaborative program in rural veterinary medical education and to provide
tax revenue for the support of veterinary
students
•SB45 – An act to revise the provisions regarding the filing of a statement
of additional issues on appeal in certain

to its website searchable
indexes to motor vehicle licenses issued from
1905-1911 and automobile
dealer licenses issued from
1913-1919.

The first auto license
was issued to Jason T.
Bigelow of Flandreau in
March of 1905. The vehicle
had a 4.5-horsepower Olds
Motor Works engine and
featured signals of a gas
lamp and bell.
The Secretary of State’s
office issued the motor
vehicle licenses from
1905-1911. The records,
contained in two leatherbound volumes, include
the license number,
automobile owner’s name,
town, make of motor,
vehicle horsepower and
available signals on the
automobile.
“We’ve received a fair
amount of requests from
people with old license
plates looking to connect
the plate with the owner
and vehicle,” said South
Dakota State Archivist
Chelle (“SHELL-ee”) Somsen.
Auto dealer licenses
were also issued by the
Secretary of State. The
auto dealer records date
from 1913-1919. Information includes dealer name,
license number, town and
county, date and year the
license was issued, and
types of cars sold at the
dealership.
Volunteers with the
State Archives were tasked
with adding the information into a searchable
database.
“We are thankful to the
volunteers who’ve worked
on this project the last few
years,” said Somsen.

Volunteer Fire Assistance
Grants Now Open
RAPID CITY, S.D. – Grant applications
for the Volunteer Fire Assistance (VFA)
program will be accepted from March 11
to April 26.
The VFA program allows the South Dakota Department of Agriculture’s Wildland
Fire Division to provide volunteer fire departments funding through the U.S. Forest
Service. This funding is used to organize,
train and equip fire departments in rural
areas to prevent and suppress fires.
Rural fire departments or organizations
who buy fire suppression, education and
prevention equipment can be reimbursed
for the cost through these grant funds.
The maximum grant this year is 50
percent of the project costs or $4,000,
whichever is less. This grant can be used
for either structural or wildland fire projects. Eligibility requirements, administrative considerations, parameters for uses
of VFA funding and the application can
be found at: https://wildlandfire.sd.gov/
admin/VFA.aspx. All applications must
be received by mail and postmarked no
later than April 26, 2019. Grants will be
awarded near the middle of May.
