SDDA Classifies Dicamba
Products As Restricted
Use Pesticides
PIERRE, S.D. – As of April 30, 2018, all pesticide products containing only dicamba, and having agricultural use
labels, sold in South Dakota are classified as restricted use
pesticides (RUPs). This includes over-the-counter herbicides that were previously sold to unlicensed applicators
and producers. Since these products have been classified
as RUPs by the State of South Dakota, but not by the federal
government, they will not display the restricted use pesticide legend on the label. A list of 2018 registered products
impacted by this new classification can be found on the
South Dakota Department of Agriculture’s (SDDA) website,
sdda.sd.gov, by clicking on the “Dicamba Information” link
under the “Happening Now” section.
Applicators will be required to be certified private or
commercial applicators to purchase and apply these products. In addition to state certification, the SDDA encourages
applicators to take a dicamba-specific training. An online
training is available on the SDDA’s website. All applicators
will be required to maintain application records for each application of these products and any other RUPs. The records
of application must be kept for three years.
Three dicamba products, Xtendimax with Vapor Grip
technology, Fexapan with Vapor Grip technology and Engenia, were classified as RUPs by the Environmental Protection Agency effective October of 2017. Separate regulations
surround the sale and use of these products, including a
requirement that applicators complete a dicamba-specific
training.

PIERRE, S.D. – For the first time since 1985, South Dakota’s average teacher salaries in the 2016-17 school year
were no longer the lowest in the nation.
The news comes from the National Education Association’s 2018 Rankings and Estimates report, an annual report
that was released on April 23. According to the report,
South Dakota’s average teacher salaries increased from
$42,025 in 2015-16 to $46,979 in 2016-17 – an increase of
$4,954 or 11.8 percent. South Dakota’s average salary rose
from 51st in the nation to 48th.
The increases came as a result of the 2016 State Legislature’s passage of the recommendations of the Blue Ribbon
Task Force. Both as a dollar amount and as a percentage,
South Dakota’s increase in salaries was the highest in
the nation by far – the second largest increase as a dollar
amount was New York at $2,750, and the second largest by
percentage was North Carolina at 4.2 percent.
According to the NEA, South Dakota’s average teacher
salary had ranked 51st in the nation in every annual report
issued from 1986 to 2017.
“The primary goal of the Blue Ribbon Task Force was
to make South Dakota’s teacher salaries competitive with
other states, considering salaries and cost of living, and we
are accomplishing that,” said Gov. Dennis Daugaard. “We
also sent an important message to our teachers – that we
value the work they do, that three decades in last place was
enough and that we were willing to step up to improve their
salaries.”
South Dakota teacher salaries rank even higher when adjusted for cost of living and taxes. According to the Governor’s Office of Economic Development, the state ranks 29th
when the NEA state averages are adjusted to reflect state
and local tax burden and regional price parity data, which is
calculated by the U.S. Department of Commerce Bureau of
Economic Analysis.

Services Launches Public Awareness
Campaign to Combat SNAP Fraud
Pierre, SD – The South Dakota Department of Social Services (DSS) recently
launched a public awareness campaign, “It’s
FOOD or it’s FRAUD” to explain the purpose of Supplemental Nutrition Assistance
Program (SNAP) and the appropriate use of
program benefits.
In 2017, South Dakota had over 40,000
families receiving SNAP benefits monthly.
According to DSS, the vast majority of individuals receiving SNAP use their benefits to
keep their families healthy, but there are individuals who use their benefits incorrectly.
SNAP helps low-income South Dakotans
buy the food they need to stay healthy
while they work to regain financial independence. SNAP benefits are not intended
to cover all of a person or family’s food
costs but will help with purchasing the food
needed for a nutritionally adequate diet. In
South Dakota, 56 percent of SNAP recipients
are elderly or children and over 14 percent
are disabled.
SNAP benefits may only be used to purchase food, and cannot be used to purchase
non-food items, such as cleaning supplies,
cigarettes or alcohol.
The goal of SNAP benefits is to help
stretch limited budgets, improve nutrition
and reduce the risk of diet-related health
problems. People of all ages use SNAP benefits. For children, SNAP benefits mean a better diet that can improve learning in school.
For adults, it means better performance on
the job. For seniors and individuals with disabilities, it means access to a balanced diet
vital to their nutritional well-being.

BROOKINGS, S.D. - The South Dakota 4-H Leader's Association annually sponsors financial assistance for youth
wanting to attend 4-H summer camp programs.
"The South Dakota 4-H Leaders are proud to sponsor
these scholarships each year. The yearly camps allow youth
to meet new friends, experience new culture, learn new
things, and have a lot of fun," said Donna Bittiker, SDSU
Extension State 4-H Program Director.
The many opportunities include: 4-H Camp at Lake
Poinsett; 4-H camp at Camp Bob Marshall near Custer;
Performing Arts Camp in Aberdeen and the Teen Leadership
Conference in Brookings.
Thanks to the generous support of the South Dakota
4-H Leader's Association 4-H members can apply for $25 in
financial assistance to attend 4-H Camp at Lake Poinsett or
Bob Marshall or $50 for participation in Teen Leadership
Conference or Performing Arts Camp.
When 4-H members apply for scholarships, they agree to
share their camp experiences with one local group if they
attend 4-H Camp or two local groups if they attend Teen
Leadership Camp or Performing Arts participants.
"Participants can share their 4-H club or a civic group,"
Bittiker explained.
Participants will receive their scholarship after they
submit their application.
Scholarship application details
Scholarship application forms are due by December 31,
2018. Forms can be found online.
The registration deadlines for the summer opportunities
are drawing near.
Please follow these steps:
Step 1: Register for the 2018 camp and pay the full camp
fee.
Step 2: Attend camp
Step 3: Tell a group about camp
•For the $25 4-H Camp scholarship one group
•For the $50 Teen Leadership Camp or Performing Arts
Camp scholarship, two groups.
Step 4: Complete the camp assistance/scholarship application form complete with necessary signatures and submit
to the South Dakota 4-H Leaders Association.
Step 5: All youth who complete all steps will receive
scholarship within 2 weeks of its receipt.
The South Dakota 4-H Leaders Association raises these
funds for scholarships through two State Fair dances
held Saturday and Sunday night during S.D. State Fair and
through the sale of 4-H attire at the Leaders Booth in Nordby Hall during State Fair.
Both of these activities receive volunteer assistance from
many of the 4-H leaders and parents throughout the state.
