The Yankton County Comprehensive Plan is the official document used to guide decisions on land use matters. The Comprehensive Plan is designed to anticipate and deal with changes occurring within the County. The plan contains the county’s demographics, infrastructure details, data on schools, parks, and open spaces, a growth area analysis, existing land use categories and evaluations, planning policy framework and plan implementation. Support zoning ordinance provide specific regulations to implement the Comprehensive Plan. The Yankton County Planning Commission consists of at least one County Commissioner and twelve non-elected members appointed by the County Commission for a three year term. Meetings are scheduled every second Tuesday of the month to consider agenda items including rezoning, variance, conditional use permit and other land use requests. Recommendations are provided to the Yankton County Board of Adjustment for final approval or denial. The decision making process conducted by the Planning Commission and the Board of Adjustment is enhanced by research and technical support by the Planning Department staff. This office is the primary county record-keeping and archival office for vital statistics (birth, death and marriage records), burial permits, land records (such as plats, deeds, mortgages, satisfactions, assignments, etc.), military discharge records, hospital liens, mechanics liens, county, state and federal tax liens, powers of attorney, fictitious name filings, UCC filings and corner records. Our office is also responsible for the issuance of marriage licenses, as well as certified copies of birth certificates, death certificates and marriage certificates. The Yankton County Register of Deeds collected $282,351 in fees in 2015, including $21,744 in revenue from providing copies of real estate documents.
