Zanter Clay County and Union County FSA Office Time to Enroll in the 2017 Agriculture Risk Coverage and Price Loss Coverage Program The Clay County FSA and the Union County FSA offices are currently taking signup for the Agriculture Risk Coverage and the Price Loss Coverage (ARC-PLC) for crop year 2017. This year the annual signup ends August 1, 2017; however the office would like to have everyone enrolled for the 2017 program prior to planting beginning this spring. If a farm is not enrolled during the 2017 enrollment period, producers on that farm will not be eligible for financial assistance from the ARC or PLC programs should crop prices or farm revenues fall below the historical price or revenue benchmarks established by the program. Both offices are about one-third done with this process, therefore operators who have not been to our office should immediately schedule an appointment or at least schedule an appointment prior to spring planting season. If you are a Union County producer please contact the office at (605) 356-3308 #2 and if you are a Clay County producer please contact the office at (605) 624-7060 #2 to schedule an appointment. Updating FSA Records If you have any new farm changes for 2017 (such as: sold land, bought land, rented new land, will not be renting, change in rental arrangements, or the land is now owned by a trust) please report these changes to the appropriate County FSA Office right away so we can get the records updated to ensure program eligibility. Other changes may include farm name changes or creating corp. LLP, LLC, Partnership, Trusts, etc. If you have any updates or corrections, please contact our office to update your records ASAP. ARCPLC Acreage Maintenance Producers enrolled in Agriculture Risk Coverage (ARC) or Price Loss Coverage (PLC) must protect all cropland and noncropland acres on the farm from wind and water erosion and noxious weeds. Producers who sign ARC county or individual contracts and PLC contracts agree to effectively control noxious weeds on the farm according to sound Weekly Column: Repealing and Replacing Obamacare agricultural practices. If a producer fails to take necessary actions to correct a maintenance problem on a farm that is enrolled in ARC or PLC the County Committee may elect to terminate the contract for the program year. Failure to submit the AFIDA form (FSA-153) could result in civil penalties of up to 25 percent of the fair market value of the property. County government offices, Realtors, attorneys and others involved in real estate transactions are reminded to notify foreign investors of these reporting requirements. It’s why I’ve so often looked for ways to put you, the patient, in control of your own healthcare. Since Obamacare came into play, however, rising costs, shrinking options and increased bureaucratic involvement has resulted in control being taken away from patients and their doctors. I’ve heard from thousands of South Dakotans about the burdens placed on them by Obamacare.
